The paper will inform about a radiation protection training and education strategy initiated to better integrate radiation protection education and training systems into general vocational training and education infrastructures. The integration and consolidation of national radiation protection education and training is one of the key issues to combat the decline in both qualified experts and teaching facilities. In order to achieve these goals a European radiation protection training and education platform will be created aimed at helping to improve the cooperation between MS competent authorities, training centres, employers and trainees in the radiation protection field. It shall be an instrument preventing MS from issuing national regulations likely to be discriminative for workers or service companies. It shall make it easier for training and education institutes to provide their services throughout the EU, thus improving quality and choice for trainees. The platform also shall help to clarify the role of qualified experts in different working sectors and shall ensure a permanent dialogue between all involved parties. The recommendations issued by the platform may form the basis for particular initiatives that need to be taken by the European Commission.
Article 33 of the Euratom Treaty requires that Member States shall lay down appropriate provisions to ensure compliance with the Basic Safety Standards and in particular measures shall be taken with regard to teaching, education and vocational training. Pursuant to Article 3(c) of the EC Treaty the abolition of obstacles to freedom of movement of workers between Member States constitutes one of the objectives of the European Union. In March 2002 the Commission presented a proposal for a Directive to consolidate and simplify existing legislation in the field of the recognition of professional qualifications. This proposed Directive also introduces some new elements, such as facilitating mutual recognition on the basis of common platforms worked out by the professions themselves. This means in particular the possibility of pursuing a profession in a Member State other than the one where these persons have acquired their professional qualifications.
