Nuclear facilities must be designed such that the protective
targets in the Atomic Energy Act are observed. This not only applies
to normal operation and operational malfunctions that are insignificant
from the safety aspect, but also to incidents and damage events. Therefore,
the safety report of a nuclear power plant must - apart from chapters
dealing with the location, detailed technical plant description, radiological
and climatic effects on the environment - also include information on
incident effects. Within the scope of the licensing procedure the safety
report must be made available for public inspection. It serves as an
essential basis for experts and authorities for examination concerning
granting or refusing of a licence.
